H.E. Mr. Md. Noor Rahman Sheikh is the Consul General of India in Jeddah since June 2016. Before coming to Jeddah, he was First Secretary at the Permanent Mission of India to the UN, New York from November 2015 to June 2016 where he was responsible for negotiations for (i) 10-year review of World Summit of Information Society (WSIS) that dealt with internet governance and (ii) 10-year review of Peace Building Architecture (PBA) that dealt with maintaining peace in post-conflict countries. He also handled Funds & Programme viz. UNDP, UNICEF, UN-Women & UNDEF, where India was in the Executive Committee. He was also India’s Election Officer at PMI New York and handled India’s election to ILC etc. and followed UN elections including that of UNGA President, UN Secretary-General, UNSC non-Permanent members etc.
He was qualified for Indian Revenue Service in 2003 and took training at National Academy of Direct Taxes, Nagpur from December 2003 to August 2004.
Shri Sheikh joined Indian Foreign Service in September 2004.
After the initial training for two years at the Lal Bahadur Shastri National Academy of Administration, Mussoorie and Foreign Service Institute, New Delhi, he was posted to Embassy of India, Amman as Third Secretary (Language Trainee) in June 2006. After successful completion of Advanced Diploma Course in Arabic Language with distinction in one year from Jordan University, Amman in June 2007, he became Second Secretary looking after Political, Commerce, ITEC and Head of Chancery work till June 2009 at Embassy of India, Amman.
He has done a course on Foreign Policy from the Elliott School of International Affairs, George Washington University, Washington DC, USA in 2010.
He was posted as Under Secretary at West and North Africa (WANA) Division, Ministry of External Affairs, New Delhi from June 2009 to March 2012 where he handled India’s bilateral and political relations with Egypt, Israel, Jordan, Lebanon, Libya, Palestine, Sudan, Syria and Arab League. He also looked after India & Middle East Peace Process. As the concerned Desk Officer, he closely followed Arab Spring developments and also handled evacuation of about 15,000 Indians from Libya in 2011.
He was earlier posted to CGI Jeddah from April 2012 to October 2015 as Deputy Consul General/Consul (Haj). He handled Haj Operations successfully for four years from 2012 to 2015 during which several dynamic changes were introduced in the Haj operations – the largest operations handled by Government of India outside its borders, with 1,36,000-1,70,000 Indian nationals performing Haj every year. He also handled Amnesty operations from April to October 2013 during which about 25000 Indian nationals availed Amnesty to return to India.
Since joining as Consul General of India, Jeddah in June 2016, he successfully handled Haj 2016, 2017 and 2018 when 1,36,000, 1,70,000 and 1,75,025 Indian nationals respectively performed Haj. He intensified the use of ITand social media including mobile app “Indian Haji Information System” (developed by Consulate General of India, Jeddah), Youtube for daily updates, Whatsapp, Twitter & Facebook during the Haj operations.
In 2016, he also successfully handled a major labour issue pertaining to Indian workers of Saudi Oger Companyin close coordination with the Saudi authorities. More than 2000 Indian workers were repatriated to India.
In 2006, he was deputed as an official at XVIII Commonwealth Games at Melbourne, Australia. He was also one of the 5 officers selected by Ministry of External Affairs for a Study Tour of China in 2010. He also participated at UN Climate Change COP-18 at Doha, Qatar in November 2012.
Born on 30 January, 1980 at Imphal, Manipur, Shri Sheikh did his schooling from there. He possesses Kovid from Rashtrabhasha Prachar Samiti, Wardha (Maharashtra). He was qualified to be an Army Cadet at the prestigious National Defence Academy, Khadakwasla, Pune and underwent training from January 1998 to June 1999. He did BA (Hons) and MA in Political Science from Hindu College, University of Delhi in 2002 and 2005respectively. He also did MBA (Finance) from IGNOU, Delhi in 2015, during which he wrote a dissertation on “Oil Pricing Mechanism with respect to Saudi Arabia – World’s Second Largest Oil Producer”.
He is a Yoga expert and supported Arab Yoga Foundation, Jeddah in popularizing Yoga, which has been approved by the Ministry of Commerce and Investment (MCI), Kingdom of Saudi Arabia as a sports activity on 14 November 2017. He also loves other sports as well including badminton, swimming, Taekwondo and long distance running.
He is married to Dr. Nazneen Rahman, MBBS. They have two daughters and two sons.
